<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第一条</b> 为加强和规范生态环境统计管理，保障生态环境统计资料真实性、准确性、完整性和及时性，发挥统计支撑生态环境工作重要作用，根据《中华人民共和国环境保护法》《中华人民共和国统计法》《中华人民共和国统计法实施条例》等有关法律法规，制定本办法。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第二条</b> 生态环境统计基本任务是对生态环境状况和生态环境保护工作情况进行统计调查、统计分析，提供统计资料和统计咨询意见，实行统计监督。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> 生态环境统计内容包括生态环境质量、环境污染及其防治、生态保护、应对气候变化、核与辐射安全、生态环境管理及其他有关生态环境保护事项。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第三条</b> 生态环境统计工作实行统一管理、分级负责的管理体制。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> 生态环境部在国家统计局业务指导下，对全国生态环境统计工作进行统一管理，制定生态环境统计规章制度、标准规范、工作计划，组织实施全国生态环境统计工作，汇总、管理和公布全国生态环境统计资料。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> 地方各级生态环境主管部门在上级生态环境主管部门和本级人民政府统计机构指导下，组织实施本行政区域生态环境统计工作。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第四条</b> 各级生态环境主管部门应当根据生态环境统计任务和本地区、本部门生态环境管理需要，在下列方面加强对生态环境统计工作的领导和监督：</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （一）将生态环境统计事业发展纳入生态环境工作计划，并组织实施；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （二）明确生态环境统计机构；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （三）安排并保障生态环境统计业务经费和人员；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （四）按时完成上级生态环境主管部门依法布置的统计任务，采取措施保障统计资料的真实性、准确性、完整性和及时性；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （五）开展生态环境统计科学研究，改进和完善生态环境统计调查制度和方法；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （六）防范和惩治生态环境统计造假、弄虚作假；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （七）落实生态环境统计改革任务；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （八）建立生态环境统计工作奖惩制度。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第五条</b> 国家机关、企业事业单位、其他生产经营者和个人等生态环境统计调查对象，应当依照有关法律、法规和本办法的规定，真实、准确、完整、及时地提供生态环境统计调查所需的资料，不得提供不真实或者不完整的统计资料，不得迟报、拒报统计资料。</p>

<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第六条</b> 各级生态环境主管部门应当根据统计任务需要，明确承担统一组织协调生态环境统计工作职责的综合机构（以下简称生态环境统计综合机构）及其人员。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第七条</b> 各级生态环境统计综合机构的职责是：</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （一）制定生态环境统计工作规章制度和工作计划，并组织实施；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （二）建立健全生态环境统计指标体系，归口管理、按照规定申报生态环境统计调查项目；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （三）开展生态环境统计分析和预测；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （四）实行生态环境统计质量控制和监督，采取措施保障统计资料的真实性、准确性、完整性和及时性；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （五）收集、汇总和审核生态环境统计资料，建立和管理生态环境统计数据库，支撑相关生态环境管理工作，按照规定提供对外公布所需的生态环境统计资料，审核对外共享的生态环境统计调查项目范围内的资料；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （六）按照规定向上级生态环境主管部门和本级人民政府统计机构报送生态环境统计资料；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （七）指导下级生态环境主管部门和统计调查对象的生态环境统计工作，组织业务培训；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （八）开展生态环境统计科研和生态环境统计业务的交流与合作；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （九）承担生态环境统计的保密工作。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第八条</b> 各级生态环境主管部门承担相关生态环境统计调查任务的职能机构负责其业务范围内的统计工作，其职责是：</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （一）编制业务范围内的生态环境统计调查制度，提交同级生态环境统计综合机构审核并按照规定配合完成生态环境统计调查项目申报工作，经批准或者备案后组织实施；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （二）收集、汇总、审核其业务范围内的生态环境统计资料，并按照统计调查制度要求，报送上级生态环境主管部门和同级生态环境统计综合机构；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （三）落实生态环境统计数据质量控制要求，保障统计数据质量；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （四）开展生态环境统计分析，对相关业务工作提出建议；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （五）承担相关生态环境统计的保密工作。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第九条</b> 作为生态环境统计调查对象的国家机关、企业事业单位、其他生产经营者应当依法履行下列生态环境统计义务：</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （一）按照国家有关规定设置生态环境统计原始记录、统计台账，建立健全统计资料的审核、签署、交接、归档等管理制度；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （二）按照规定报送和提供生态环境统计资料，管理生态环境统计调查表和基本生态环境统计资料。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> 生态环境统计资料的审核、签署人员应当对其审核、签署的统计资料的真实性、准确性和完整性负责。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第十条</b> 各级生态环境主管部门及其生态环境统计人员在生态环境统计工作中依法行使统计调查、统计报告、统计监督职权。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第十一条</b> 生态环境统计人员应当具备相应的专业知识和业务能力。各级生态环境主管部门应当提高其统计人员专业素质，保障统计队伍稳定性。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> 各级生态环境主管部门应当加强专业培训和职业道德教育，定期对生态环境统计人员和统计调查对象相关工作人员开展培训。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑; text-align: center;"><b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第三章 统计调查项目</b></p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第十二条</b> 生态环境统计调查项目分为综合性调查项目和专项调查项目，调查方法分为全面调查、重点调查、抽样调查等，调查周期包括年度、半年度、季度、月度等。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第十三条</b> 生态环境部执行相关法律、行政法规、国务院的决定和履行本部门职责，需要开展统计活动的，应当制定相应的部门统计调查项目。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> 生态环境部制定的统计调查项目，统计调查对象属于生态环境部管辖系统或者利用行政记录加工获取统计资料的，报国家统计局备案；统计调查对象超出生态环境部管辖系统的，报国家统计局审批。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第十四条</b> 地方各级生态环境主管部门制定的统计调查项目，报本级人民政府统计机构审批，其主要内容不得与生态环境部制定的统计调查项目内容重复、矛盾。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第十五条</b> 制定生态环境统计调查项目应当遵循以下原则：</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （一）制定新的生态环境统计调查项目，应当就项目必要性、可行性、科学性进行论证，征求有关地方、部门、统计调查对象和专家的意见，并按照会议制度集体讨论决定，重要统计调查项目应当进行试点；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （二）可以通过行政记录和大数据加工整理获得统计资料的，不再重复开展统计调查；可以通过已经批准实施的各种统计调查整理获得统计资料的，不再重复开展统计调查；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （三）统计调查应当尽量减少调查频率，缩小调查规模，降低调查成本，减轻基层统计人员和统计调查对象负担。抽样调查、重点调查可以满足需要的，不得开展全面调查；一次性调查可以满足需要的，不得进行经常性调查；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （四）生态环境统计调查项目不得与国家统计调查项目的内容重复、矛盾。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第十六条</b> 制定生态环境统计调查项目，应当同时制定该项目的统计调查制度。</p>

<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （三）生态环境统计调查对象遵守生态环境统计法律法规规章、统计调查制度情况；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （四）法律法规规章规定的其他事项。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第四十二条</b> 生态环境统计调查对象应当配合生态环境主管部门的监督检查工作。</p>

<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第四十三条</b> 各级生态环境主管部门应当积极协助本级人民政府统计机构查处生态环境统计违法行为，及时移送有关统计违法案件材料。</p>

<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第四十六条</b> 生态环境主管部门有下列行为之一的，依照《中华人民共和国统计法》《中华人民共和国统计法实施条例》予以处罚；对直接负责的主管人员和其他直接责任人员，依法予以处分：</p>

<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （三）未执行批准或者备案的生态环境统计调查制度的；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （四）拒报、迟报或者伪造、篡改生态环境统计资料的；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （五）要求生态环境统计调查对象或者其他机构、人员提供不真实的生态环境统计资料的；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （六）违法公布生态环境统计资料的；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （七）泄露生态环境统计调查对象的商业秘密、个人信息或者提供、泄露在生态环境统计调查中获得的能够识别或者推断单个生态环境统计调查对象身份的资料的；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （八）其他违反法律法规规定的行为。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第四十七条</b> 生态环境统计调查对象有下列行为之一的，依照《中华人民共和国统计法》《中华人民共和国统计法实施条例》予以处罚；国家机关、企业事业单位或者其他生产经营者作为生态环境统计调查对象，其直接负责的主管人员和其他直接责任人员属于国家工作人员的，依法予以处分：</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （一）拒绝提供生态环境统计资料或者经催报后仍未按时提供生态环境统计资料的；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （二）提供不真实或者不完整的生态环境统计资料的；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （三）拒绝、阻碍生态环境统计调查、监督检查的；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （四）转移、隐匿、篡改、毁弃或者拒绝提供原始记录和凭证、统计台账、统计调查表及其他相关证明和资料的；</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> （五）其他违反法律法规规定的行为。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑; text-align: center;"><b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第八章 附 则</b></p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第四十八条</b> 全国污染源普查依照《全国污染源普查条例》规定组织实施。</p>
<p setedaria="true" tabindex="0" style="padding: 0px; margin-right: 0px; margin-left: 0px; list-style-type: none; font-size: 18px; line-height: 36px; border: 0px; text-size-adjust: none; font-family: 微软雅黑;"> <b style="padding: 0px; margin-right: 0px; margin-left: 0px; border: 0px;">第四十九条</b> 本办法自公布之日起施行。《环境统计管理办法》（国家环保总局令第37 号）同时废止。</p>
